Serfs did not have an easy job. A portion of a typical serfs was spent plowing and working his lord's land, as well as other difficult tasks such as working in the manor house and digging ditches. Serfs were also expected to pay taxes, usually in the form of food, instead of money.
A serf's duty to the Lord of the manor was to pay for the land he rents, pay tax/tribute (in money or goods such as wood or wheat), and fulfill the service he owes to the lord. The service includes doing whatever the lord orders. This can be farming in his fields, cutting wood in his forests, working in his mines, constructing and repairing basic buildings, serving in his army in times of war, etc...
His responsibility towards the knights who fought for and with him was mostly to properly reward them. Towards the serfs, no-one felt really 'responsible' for how they lived. They were just there to work on the lord's properties. Some kind-hearted masters might be more lenient than others in not overburdening them or granting them small favors, but that was seen as indulgence, not responsibility.
The king had no responsibility to a serf. The serf was a slave.

The serf's master was a lord. This was not always a title with a specific rank attached to it, so it could have applied to a knight, or even a person of no title at all. The person who organized serfs was often called a reeve. This person was appointed by the lord or elected by the serfs with the lords final approval, depending on the traditions at the particular manor. The reeve was often a serf himself, and acted as the representative of the other serfs to the lord, and of the lord to the other serfs. His job also included assignment of jobs and land.
