Carbon dioxide (and other gases) creates a "blanket" around the earth trapping heat in the atmosphere. If these "greenhouse" gases were not there some of the heat would escape from the earth's atmosphere --------------------------------------------------------------------------------------- Carbon dioxide is transparent to visible light but opaque to infrared light (i.e. heat). When sunlight passes through the atmosphere and heats the surface of the earth the earth radiates infrared light. At low levels of carbon dioxide most of this infrared escapes to space, cooling the earth; but at high levels of carbon dioxide most of this infrared is reflected back down to the surface of the earth, keeping it hot.
Animal bodies rely on a different number of gases in the air to survive, not only oxygen. However, if the atmosphere had too much oxygen in it, then animals would most likely be deprived of the other gases and inhale mostly oxygen; pure oxygen can, in fact, be harmful to the body and cause damage. Some animals could survive in such an oxygen-rich atmosphere, but not that many. On the physics side of things, in an atmosphere comprised mostly of oxygen, even a single spark could trigger an enormous explosion. This was the case in the Carboniferous era, where the level of oxygen was approximately 163% of the current levels.

Note that the CO2 levels of Earth's atmosphere have varied considerably over the course of its existence. For example: CO2 levels during the Cretaceous period are estimated to have been about 6 times what they are right now.
The natural greenhouse effect is not raising sea levels, but the enhanced (or accelerated) greenhouse effect which is causing global warming, is. The warmer atmosphere is melting glaciers and expanding the water in the oceans, so sea levels are rising.
