Yes. Rubber was a very important war material, for tires and other uses by the military forces. People would take their tires off their cars and line the inside with newspaper to make them last longer.
Rubber and a number of its uses had already been discovered in the Americas by the native populations long before their countries were colonized. So datewise the only thing we know for sure is that it was discovered (long) before 1492.
World War 2 was in the 1940's so disposable tissues weren't invented yet. Instead of Paper tissues people used handkerchiefs to blow their noses, after a couple of uses they were washed and reused.
