If one's dog gets out of control, the owner could call a dog trainer to help identify the cause of the dog's behaviour. The dog may be reacting to something the owner is not aware of.
Put up a fence....talk to the owner about keeping their dog in their yard.....call animal control to pick it up if it's running loose. This is the owner's fault, not the dog's.

One last thing that could make a dog's owner say no to them is if the dog and there owner was on a walk and the dog ran so fast the owner couldn't catch up and the dog would run off into mischief. I know if it was my dog I would scream no a lot then say sorry to him/her later on. Too bad I don't even have a dog!!!
