By turning the hot dog frequently you alternate the surface temperature keeping it from getting too hot which often is the cause of burning.
simply having a blown fuse would not cause the engine to run hot. But, it depends on what fuse is blown. a fuse blown for the cooling fans would make it run hot.
Since they run in parallel, there's no way that a heater core will cause a radiator to get hot.
