Cold water generally sinks, but, crucially the density of water begins to fall at temperatures just above the freezing point, so that water about to freeze rises to the surface, where depending on the conditions it may finally freeze, or alternatively warm up. If it were not for of this fall in density just above the freezing point, ponds and seas would freeze from the bottom up and no heat would get to melt them, the oceans would be frozen solid apart from a shallow surface region, and life on earth would probably never have developed.
