No. Some animals have more light sensitive cells in their retina than humans (and also have a reflective layer in their eyes so they get two chances at incoming light) so they can see in lower intensity light than humans but they, also, cannot see in the dark.

Yes, you can. Do you give off light? You don't, but we can see you because you reflect light. As far as black holes, they don't give off light nor do they reflect it, so no, they cannot be seen.
