If you used self-raising flour but no baking powder, the cake will still be edible but more dense than it was designed to be. If you used all-purpose flour and no raising agents, it will not be a cake you end up with - the texture will be more biscuity.
You'll likely wind up with flat, spongy "cookies" instead of cup "cakes".
Your cake would not rise. Or your cookies would not spread. Probably a Denser cake, or tougher cookie would be the case in those two instances..

Powder can't ruin your washer i dont think. But when you use powder, it doesnt always dissolve, and sometimes you will have white stuff on the clothes were the powder didnt dissolve? I dont know if that helped.
