If a cell did not have a flagellum it would make it a little harder for the cell to move and find food. However since cells are living they are able to adapt to not having a flagellum.
It would not exist. The nucleus is the cell's "central processor". The rest of the cells supports and protects the nucleus.
Without the flagellum the sperm would be unable to swim to the egg cells to form a zygote.
