As with all the sacraments, Confirmation was given to the Apostles by Our Blessed Lord, Himself. In the Letter to the Hebrews concerning Baptism and the Laying on of Hands, we see the first elements of Christian instruction in this Sacrament. Confirmation "completes" Baptism, as it were; it is the full coming of the Holy Spirit onto the Baptized person. The Eastern Churches call this Chrismation.
The sacrament of confirmation was foretold by Jesus in John 14:15-26 when it was noted that the Holy Spirit would come to be with them. Later, after Jesus had resurrected, he breathed on the apostles and they received the Holy Spirit (John 20:22). This process was completed after Jesus ascended to Heaven at Pentecost (Acts 2:1-4) That, of course, was like a divine explosion that could not be replicated at will. Therefore, the apostles, under the inspiration of the Holy Spirit, had to work within the ordinary means present in order to communicate this same sacrament to other people. That ordinary means was by the laying on of hands. A good example of this is in Acts 8:14--17:
Now when the apostles in Jerusalem heard that Samaria had accepted the word of God, they sent them Peter and John, who went down and prayed for them, that they might receive the Holy Spirit, for it had not yet fallen upon any of them; they had only been baptized in the name of the Lord Jesus. Then they laid hands on them and they received the holy Spirit.
That depends on the Catholic's Rite. For a Latin Rite Catholic, Confirmation is usually held during a Mass, and is done anytime of the year when the Bishop is available. For all other Rites of the Catholic Church, confirmation is administered to newborn infants (and adults) immediately following their baptism.
It started by the laying on of hands by the apostles. Hahaha to you!
