There is a belt tensioner that is spring loaded and it adjusts the tightness of the serp belt. The tensioner is self adjusting as the serp belt stretches out from use. You cannot adjust the belt tension yourself. If your serp belt is showing signs of cracking on the underside then you should replace it. If you suspect the belt tensioner is not putting enough tension on your serp belt then it should be replaced. I had a 1991 Corsica with the same motor and I had a belt tensioner break. This caused my serp belt to come off.

I really kon't know why you are having a problem. Get a manual on your car from the parts store. I had this issue when replacing my alternator. My best solution was to remove the wheel and the cover to get to it, this will also come in handy putting the surp. belt back in place and it's pretty difficult with the serp tool. coming from the top.
