This answer is just that, a matter of opinion. It's a good idea to allow yourself time to take these tests more than one time because most students do better on their subsequent tries. You will need to report these scores to most colleges when you apply in the first semester of your senior year, so you should take your final attempt in the beginning of your senior year. You can start taking them as early as you want, but the summer after your sophomore year of high school is a good time to start.

Actually, most students nationally take the ACT/SAT either during the spring of or the summer after their junior year considering that many are preparing for AP tests in May and because college apps are due in the November of their senior years.
It is recommended that you take the ACT the spring of your junior year. This will give you time to re-take the test if you were unhappy with your score. you need to take the ACT before you apply to college and make sure the ACT people are sending the scores to all the colleges that you will be applying to.
Typically, high school students take the SAT for the first time in the spring of their junior year and then again in the fall of their senior year. I think that the person who answered before me was referring to the PSAT, which is often taken by high school sophomores and sometimes juniors.
Given the answer that was here previously, it's possible that there may be several things called the PSAT. The one I'm talking about is the Preliminary Scholastic Aptitude Test. If you mean something else, ask again but spell out the full name whatever it is you're talking about.

As an educational consultant, I suggest students take the PSAT the fall of their junior year and then take the SAT sometime the spring of their junior year. Most students can improve their scores with some good test prep or tutoring and a little work. Since SAT scores are often used to determine scholarships, it is worth the extra effort. Colleges do not care how many times you take the test. Most students also retake the test once the fall of their senior year.
