The Football Association (The FA) was formed in 26 October 1863. It is the oldest football association in the world. Other international football associations (FIFA) & UEFA) came much later. It was formed to regularise the rules of the game. All modern English professional clubs are members of the FA.

The one notable football match played annually, and not under any FA rules is the Ashbourne Football Match. It is played in(Shrove Tuesday and Ash Wednesday) February every year at Ashbourne, Derbyshire, England. There are two teams 'The Up'ards' and the Down'ads'. The man who drafted the 'Laws of the game' for 'Soccer' or 'Association football' was a man called Ebenezer Cobb Morley. Ebenezer along with other co-authors agreed the rules at a public house called the Freemasons Tavern in London on 26th October 1863. Morley became the Football Associations first secretary. He also founded the Barnes Football Club in 1862 which he captained against Richmond football club in the first ever soccer match. The game ended 0-0 but in a return game he scored the first ever goal. He died in 1924 and is buried at a Cemetery on Barnes Common not far from where he drafted the Laws of the game at 26 The Terrace, Barnes, London. A blue plaque commemorating his life's work was placed on the wall of this address by English Heritage in 2009.

There are many forms of football some of which are hundreds of years old. There are also similar ball games which were never called football that fit the description of a ball game played on foot. However, the question is specifically about a code of football known as soccer therefore I will answer that question. The rules of Soccer (Association football) were written by a man called Ebenezer C. Morley in 1863. Morley was the first secretary of the 'Football Association' in England who were attempting to standardise the many forms of football being played at the time. Morley based his 'Laws of the game' on ' Cambridge rules' football first drafted at Cambridge University in 1848. Ultimately they failed to standardise football because some of the Football Association founder members could not agree on the rules. They decided to develop Rugby school football instead and in 1871 delivered Rugby Union Football.
