I usually put in the motherboard first. After the motherboard you put in the CPU & then the CPU cooler which is rather difficult to install if there are other components (like hard drives) on the way. By putting in the motherboard first everything else is much easier.
For the CompTia A+ test, the answer is "drives".
Now this may defy common sense if you ever had to place spacers and screws behind installed drive but, that is the A+ book for you.

Without a motherboard no computer would function ! It is the main circuit board that holds the processor, memory modules and any expansion cards such as Graphics card, Modem card, Network card etc. Any harddisk drives, CD/DVD drives and floppy drives are connected to and controlled by the Motherboard. As are a keyboard, mouse, printer or scanner.
If the case has room to mount them - servers are a prime example of computer systems with multiple drives.
The short answer is no they do not. It is up to the individual to install the operating system of their choice.
