Alan Field Shugart working at IBM on the System/370 project invented them in 1970 as a means of storing microcode for loading into writable control store during µIPL (microcode initial program load). Shugart's original floppy, as used on the System/370, was an 8 inch single sided disk with a capacity of 80,000 bytes. The System/370 treated them as read only disks. They were not intended to have a long usage life as they would only be in the drive for a few minutes a day for µIPL and then be returned to the storage sleeve.
