If you're asking when she started singing in the music business whatsoever, then it was with Girl's Tyme. They formed in 1990, and after 5 years, they changed their name to, you guessed it, Destiny's Child. For reference, at the time of the band's formation, Beyonce was only 10 years old. They held auditions for the band, and she was one of the girls chosen.

If you're asking when she started singing in the music business professionally, as in under a label? That was under Elektra Records in 1995, but they were dropped a month later before they could even release an album. Then, a year later, they were signed under Columbia Records and started to become famous for real, again with Destiny's Child.

And finally, if you're only asking when she started singing professionally and solo: 2000. She was still with Destiny's Child at this point, but signed a deal with Columbia Records for three albums of her own solo work. An interesting point is that her first actual song, "Work It Out", was released in 2002 on the soundtrack of Austin Power's Goldmember. Her debut solo effort, Dangerously In Love, would not be released until 2003.
