It is better to say that rich white men that owned property (i.e. land) have always been able to vote. Men that did not own land were exempt from taking part in the political process until the 1820's. The decision to allow white men that did not own property to vote was a choice of the states NOT a decision made by the federal government.

White men who owned property have ALWAYS had the right to vote. In the New England colonies they had to also belong to the church.
