Frank said in an Australian radio interview that he proposed during the recording of The Black Parade. He said he wanted to take her to a park near the studio but when he actually took her, it was night and the park was closed off so they were just on the side of a dirt road where he got down on one knee. Despite the romance glitch, he said she was very happy and excited about it :)
