She got the idea while she was riding on a train, and she spent the rest of the train ride making notes and sketching out ideas. The first book was published in 1991, so I guess she must have gotten the idea in the late 1980s: 1988 or 1989, maybe even as late as 1990.
J.K. Rowling first thought of the character of Harry Potter in 1990 while she was on a delayed train from Manchester to London. The idea for the story and its wizarding world developed over the following years as she outlined the plot for the series.
