Ho-oh is very hard to catch. Anyways,after you defeat Brock, there is a man in either Cruelan city or Pewter city that will give you the rainbow wing.Then, Fly to Etecreak city, then go in the place with the four rooms and after you defeat Etecreak's gym leader the man to your top left will let you go into the tin tower. Climb the tower and you will reach Ho-oh. He is at Lv.70. Sorry for spelling errors!

∙ 14y agoto get lugia you must get the silver wing from the radio tower's director after you save him from team rocket (after 7th gym), and then get the tidal bell (receive after 8th gym)
you get it at goldenrod theater when you beat the people
