There is one way to evolve latios, which is to climb to the top of the mountain where the graveyard for Pokemon is, then walk up to the people and use fly (which latios should know) and cancel it three times on each person. Then they will ask if you don't want to leave, and will say you are nice, giving you the blue orb. if you have latias with you instead of latios then they will give you the red orb. The legendary Pokemon must be the 4th in your party.
