It doesn't evolve on a certain lvl....you have to get it happiness up to a certain lvl at daytime for it to evolve into it....i recommend fighting in the area near the daycare with the eevee....but be careful....you must not let it get its health into the red or you cant lose....dont ever put it in your pc....and you must take good care of it....like groomings from the haircut guys (the younger one is better....possibility of 10 happines added)
The max happiness you can get it 220....but it doesnt take nearly that much for it to evolve into that....if you want a umbreon....do the some thing,but at night time.

Vaporeon with water stone or
Flareon with fire stone or
Jolteon with thunder stone or
Espeon (Eevee will evolve in the morning when its happiness is maximum)or
Umbreon (Eevee will evolve at night when its happiness is maximum) or
In Diamond,Pearl & Platinum it will evolve into
Leafeon(when level up[by 1] in Eterna Forest) or
Glaceon (when level up[by 1] on Route 217 )

∙ 14y agoAt any level your Evee choses to. there is no set level for Evee to evolve unless you give it a fire, water, or thunder stone. Normally Evee choses to evolve around level 40.

∙ 13y agoYou can't. Eevee evolves into espeon by leveling up with max happines during the day, but since time isn't incorporated into fire red or leaf green, you have to trade.

(pokeradar won't work). use your eevee during the day not at night! unless you want umbreon. now about that poketch app... when you use it and your eevee has two small hearts that get bigger, level up your eevee one more time during the day and...........BLAMMMO!!! evolve goes the eevee! or should i say.... espeon?!?! if it didn't work, sorry. it should though. sorry it's so long!
