A belt driven fan starts turning with the motor. An electric fan starts when the temperature reaches a certain level - and or, when the AC is turned on.
Why won't the radiator fan start on my 1991 dodge caravan?
some times the fan will not work if the radiator fan sw is bad. this is like a oil presure sw when it get to the right temp the fan sould start up. it is loc on the side of the radiator.

That fan is thermostatically controlled and is electric. If the thermostat is goofy and not reporting an overheat condition, the fan will not start up. Usually (not always) when the AC is turned on at least one of the fans will cut in.
Check to see if your electric radiator fan is working. With the engine running, turn on your a/c, the electric fan should start up. If it does not, when the engine gets hot during idle, the fan must start up or the engine overheats. You will need to replace the fan.

Drain radiator, remove both top and bottom radiator hoses. On the back side you will find 4 bolts to remove. You can take out the fan first to remove radiator and fan shroud in one maneuver. Slide radiator up and out
Possible culprits: Faulty water pump; clogged radiator; faulty radiator fan; faulty radiator fan sensor switch. Possible way to locate problem: Raise hood and start the car; watch for fan to start when engine warms. If no start, problem lies with fan or sensor switch. After car cools down, hotwire fan to see if it runs, if not, replace fam n=motor; if yes, replace sensor switch. If the fan kicks on and still overheats and blows coolant into the overflow reservoir, you may have a bad radiator cap.
