In any state on the union you would reduce hydrocarbon emissions by changing the catalytic converter which burns the excess hydrocarbons and by changing the oxygen sensor which helps the computer adjust the fuel injection to provide the correct fuel air mixture so that the mixture will be completely burned in the combuistion chamber of the engine. if the oxygen sensor is bad and you change it you will also gain fuel economy.
