Teams must be down to 75 players by August 28th, 2008 and down to 53 by August 30th.
The maximum there can be is 450 players, as there are 30 teams in all and each can have 15 active players on the roster. The total number changes weekly (players are signed, cut, etc.).
The undrafted player often play on team's summer leagues in hopes of receiving an invitation to training camp. If they are signed and not cut, then they make the roster. However many players are cut at this time and have the option of playing for the NBA D-League in hopes of getting called up for a 10 day contract, or play overseas.

Yes, Thomas Hopkins was cut by the Cleveland Browns in 1983. He was a defensive lineman who had been with the team but did not make the final roster that year. His release was part of the team's roster adjustments during training camp.

All NFL teams can start the football preseason with 80 player on their roster. As the regular season approaches, teams must start to cut down the number of players and 10 days before the season begins, all teams must be at 53 players on there active roster with (I believe) 6 or 8 player on there practise squad. Right now the Rams have 83 or so players on their roster and must be down to 80 on July 28th when they start camp.
I'm not positive about the date, but I know it ended in 1865.
