Take it from someone who works in Rockefeller Center, anytime is a bad time to visit if you don't want to be in the middle of tourist hell. However, June through mid-January is the worst time for this. You may not want to brave the cold temperatures of mid-winter in the city, but the tourist tide is low. However, the really answer the question, the absolute worst time to visit New York City, both for financial and crowding reasons, is the Thanksgiving to New Years stretch. The sidewalks in Mid-Town are pretty much impossible to navigate, and the hotel rooms can cost at least $600 per night. Take my advice and visit during early spring or mid-fall.
