It is Bill Haydon, played by Colin Firth. He has just been shot and killed outside his safehouse by Jim Prideaux. I do not think so. Bill Haydon was behind the fence when he was shot by Jim Prideaux using a rifle from the woods. I think it was Prideaux whi is dead in the leaves. but was it suicide? or was there yet another agent who shot him? -- It's not Prideaux, it is Bill Haydon. We know this because 1. The figure lying face down in the leaves has a full head of hair (Prideaux does not); 2. is wearing exactly the same clothes that Haydon wears (dark navy pullover, grey trousers) in the scene in which Prideaux shoots him; and 3. as the camera zooms out from the lying figure, you can see the concrete of the wall surronding his safehouse, which you can also see in the previous scene of Haydon being shot. If you have the BluRay or DVD of the film you can easily compare these scenes and confirm that it is indeed Haydon.
