The law states that we are to drive with our headlights on 1/2 hr. before dark, and 1/2 after dawn, in bad weather where visibility is low(e.g.- light fog, rain, snow), and generally when visibility is low.

If you have an accident because you choose not to use your headlights, your insurance company will probably not pay anything for it.

Headlights should not be left on while the vehicle is not in use. If you are not driving, you will just drain your battery while having your headlights on.
