Because earthquakes are the result of two plates rubbing together. For example, if two plates are being forced into each other they may create what is called a subduction zone. One plate will be forced underneath the other. This quite obviously will cause some friction and maybe even some lifting of one of the plates. once the force becomes large enough to overcome that friction the plates will slip. An earthquake is what we feel on the surface when that happens. As to why they are not likely to happen in the center of the earths crust, The shock waves from this type of event will dissipate in the earth long before they get there.

When an oceanic plate and a continental plate collide, the oceanic plate is always subducted. Oceanic plates are denser than continental plates, and they have a higher iron content. Since they are denser, oceanic plates always sink below the continental plate in the event of a collision.

Typically continental plate convergence will result in an orogeny event, or a mountain building event. As the plates converge, the crust will deform, but there will be no plate subduction, and so continent to continent convergence is not related to volcanism. Large thrust faults are often associated with continental convergence zones as well.
Rift Valleys are the most common at oceanic-continental convergent boundaries.
When plates are actually coming towards each other, there can be two different boundaries: collision and destructive boundaries. In a collision boundary, there are earthquakes, and fold mountains are created from the plates pushing up against each other, like the Himalayas. When there is a destructive boundary, like the Eurasian and Pacific plates, the oceanic plate slides underneath the continental plate, being destroyed and causing earthquakes and volcanic eruptions. There are two other types of boundaries: conservative, where plates slide past each other, and constructive, where plates move away from each other.
