Because electrons are rubbed off the cloth and build up on the polythene.
Friction from rubbing the balloon on a sleeve creates static electricy, therefore the balloon becomes negatively charged.
pieces of paper do not get attract therefore it not charged
objects can be negatively charged when it is rubbed with another object; a woolen cloth for example. this is because the electrons from the woolen cloth will be transferred to the object which is being rubbed! only electrons can be transferred to the object and make the object becomes negatively charged.
if some of the positive charges have been either chemically removed or bonded together, that is how they become negatively charged...................... xoxo

An object can be charged by friction when rubbed against another surface such asa) polythene rod rubbed against a woollen cloth. This occurred because the woollen cloth lost some of it negative charges when it was rubbed, the negative charges was then transferred to the polythene rod. Now the polythene rod has been charge by friction. For proof... after it has been charged, place the polythene rod next to some *very small bits of paper and see what happens.
When glass rod is rubbed with silk cloth it becomes positively charged and the silk cloth becomes negatively charged. This is because the glass rod looses electrons to the silk cloth which makes it positive and the silk cloth becomes negative.
For example as glass rob is rubbed with silk then glass becomes positively charged and silk negatively charged. This is mainly because of the transfer of electrons right from glass to silk. But in case of ebonite rod rubbed with fur electrons get transferred from fur to ebonite. So ebonite becomes negatively charged and fur positive charged Now in case of an atom or molecule one or more electrons get removed and so that atom or molecules become a positive ion. Same way as electron gets attached with a neutral atom then it becomes negative ion.
You can use the electrostatic series to determine charge by looking at the substances higher on the list will always lose electrons and becomes positively charged and the substances lower on the list always gains electrons and becomes negatively charged
Positively charged, because electrons are negatively charged and when you remove them only protons remain and those are positively charged, what makes the fur positively charged as well.
A charged acetate strip would be negatively charged. So, it would acquire positive charge to become neutral.
