Obviously this is not normal.
If someone can't breath after they swallow their food, it is because the food is going down the wrong pipe, ie. the larynx (windpipe) instead of the esophogus (foodpipe) and thus obstructing breathing.
However what is causing it depends on other symptoms as well as age. If it is a newborn, it might be a tracheoesophogeal fistula, where the esophogus connects to the trachea
In someone older, it can be an esophogeal problems, such as a diverticulum or mass obstructting, or even an autoimmune condition such as Systemic Sclerosis or CREST syndrome.
I suggest seeing your doctor.
The reason that you cannot speak when you swallow is due to a defense mechanism of the body. When swallowing, the epiglottis covers the larynx to prevent aspiration, which also prevents speech.

The alcohol stops many of the normal liver functions because it's too busy detoxifying the alcohol. The normal functions resume when the alcohol is gone, though, if enough of the liver is undamaged.
Cardiac arrest is the medical term for when the heart stops beating. It is a serious condition that requires immediate medical attention to restore normal heart function and prevent complications.
When normal breathing stops or oxygen intake is insufficient to support life, it may be called hypoxia, or it may be called death.
