When You Drive A Old Skool Car With A Carb You press down the pedal for cold starts but when car is warmed up you don't always have to press down the pedal

There are "steps" on the choke cam that pull the gas pedal up to a high speed idle when the choke is on. If you don't step on the gas pedal once before starting, the carburator/choke assembly cannot function properly.
No. When the car is first started, you are supposed depress the gas pedal, which engages the automatic choke, which is a latching mechanism on the carburetor.
That sounds like high idle on the automatic choke, once the choke warms a bit it will kick down as it is doing.

I was having problems starting my '89 Wrangler. Mechanic told me it has a choke: press the gas pedal to the floor 2x, then halfway and hold and start. Works for me everytime :-)

On cars with a carburetor you must press on the gas pedal to activate the choke, cars with fuel injection do not have a choke so this is not necessary.
Your car has a carburetor. It uses a choke to provide rich fuel mixture during cold-start operation. The choke can only change position from cold/rich to warm/lean or back again when the throttle is not completely closed (when you step on gas pedal at least a little bit.) Also, pressing the gas pedal puts a little extra gas into the intake to ease cold starting. The faster you press the pedal, the more gas it pumps out. If you pump too much, you can flood it which can make starting hard.
