1) France agreed to withdraw its troops. 2) Vietnam was to be divided by a cease-fire line named the 17th parallel. 3) The North (Communist) was to be controlled by the Viet Minh and the South (Democratic) continued to be led by the Bao Dai government (until Diem ousted him in 1955). Both military sides were demanded to retreat to their respective zones and had 300 days to do so. 4) Elections were to be held in 1956 (two years later) for the reunification of the country (these elections were never held).

From Stalin, whose troops occupied most of Eastern Europe, Truman demanded that free elections be held in those countries. Unfortunately, the Soviets controlled the governments and ensured that communist puppet parties gained power, leading to the Warsaw Pact and Russian hegemony.
