I would not use "fully empty" in a sentence because it is redundant and unnecessary. If something is "empty", it's empty. You do not need to say "fully empty" because empty cannot be anything but nothing. Where is the bottle? There are droplets so it is not empty. An empty bottle is empty of liquid conent but it will have air in it.

Air is matter - even if you can't see it. IF the glass were truly empty (a vacuum) the water would enter (and fill) the glass.
