The Shift Key was created in 1987.
On the most common keyboards (qwerty) an underscore is created by pressing the shift button in combination with the "-" (minus) key. Example of underscore: _
F13 = {Shift Key}+F1 F14 = {Shift Key}+F2 F15 = {Shift Key}+F3 etc.

If you means this * it's on the 8 key, but you have to press the shift key at the same time.
Try the other shift key. If the key works in other contexts, then it means the function key is not programmed in that application to work with Shift.
There is no Alt, Function, Control or Option key on an iPad. There is only a case shift and numeric shift key.
Depending on the context, you'd use the tab key or arrow keys.
