Male child who wears a funnel on his head that shoots out steam or smoke and his transition thing- akin to Superman"s Up ,Up, and Away! was Bahp-Punk ( or Bunk) Bucketa bucketa Bucketa -Bing- I"m Tom Terrific, when he intoned this smoke or steam would issue from the funnel ( on his head, not a smokestack!) It was one of the silliest cartoons of all time, as was his superpower of imitating inanimate objects.
Captain Kangaroo was NOT a cartoon character but a live one, played by Bob Keeshan. The dog you are thinking of was a sort of side-kick on the Cartoon- Tom Terrific which was aired ( one believes primarily) on Captain Kangaroo- about the shape-shifting child superhero, Tom Terrific. Tom Terrific came on with the resounding sound of Bahp-Bunk ( or Punk) bucketa- bucketa-bucketa- Bing! Tom Terrific! He wore a funnel on his head. The dog was ( Mighty Manfred the Wonder Dog)_as mentioned a side-kick of Tom Terrific. I hasten to add that Captain K was NOT a Cartoon character but a live actor. He did run cartoons * as did most live hosts of his type- such as Sandy Becker, Fred Scott and later, Soupy Sales. In later years , when on talk shows Mr. Keeshan tried to minimize the role of cartoons on his program, which is not true. While it is true that Captain Kangaroo was not a cartoon character, he did have an old English Sheepdog named BeBe.
Stompin' Tom's Canada ended on 1975-03-13.
Did you mean Mighty Manfred the Wonder Dogwhose nemesis was Crabby Appleton from the "Tom Terrific" cartoon that was featured on the Captain Kangaroo program back from 1955 until 1984 .

Yes. Tom Terrific was a boy with shape-shifting powers , Mighty Manfred the Wonder Dog his canine sidekick. Tom Terrific ran daily on Captain Kangaroo and was probably the only cartoon Mr. Keeshan regularily ran- some exceptions might be made for borderline cartoons like (Paddle-To-the Sea) which was done with a neat, almost cycloramic motion angle. Tom Terrific was the only regular issue cartoon run on Captain Kangaroo.

"Tom Terrific" was a name applied to pitcher Tom Seaver during his major league baseball career. It is taken from a 1950's vintage cartoon series. Tom Terrific (1957-1959) was a series of five-minute Terrytoons cartoons that appeared on the "Captain Kangaroo" kids program. It later appeared in reruns. Tom Terrific was a kid character with shape-shifting powers that came from the funnel he wore on his head (his "thinking cap"). He also had a pet, Mighty Manfred the Wonder Dog (a rather large and slothful pink dog, used for comic irony). Although aimed at young children, it had some distinctly intellectual touches. The opening sequence was always "Bap-Bunk" then a horse-race trumpet and a mechanical calculator sound (bucketa bucketa bucketa-bing!) "Tom Terrific". He talked in a very distinct "heroic" voice, too low-pitched for a kid. The chief bad guy was Crabby Appleton, and others included Badlands Meany and Mr. Instant. Tom Terrific had a short-lived comic book series by Ralph Bakshi, only six issues in 1957. (see related link)
