No one invented it. Things are invented, not ideas. The idea that man has the freedom to decide his religion comes from the philosophical writings of men like john Locke and were then added by Jefferson to the Declaration of Independence. These men came from a world where the king and the church decided how people were to worship. There was state religion and it was required of everyone to belong to that religion. Some countries today still have a state religion and if the laws are broken it can mean death or prison. The revolutionary ideas of Locke and Jefferson has created the world that they wanted to see happen. It is up to us to make sure that we don't return to 200 years ago of a state religion.
