The first paper discovered was made in 206 B.C., (early han dynasty) it still exists in a tomb in china. The inventor of that is unknown, but we know that the inventor was Chinese, so, paper was invented in China. Paper was actually made for armor and shoes. But paper was greatly improved by a Chinese man named Cai Lun, in 105 A.D., in the later han dynasty. Cai Lun was a government official. He came up with the idea (i don't know how) to make writing somewhat easier. He then presented it to the emperor. It then became popular, because the emperor loved the idea.
