The 15th Amendment was a follow-on to the 13th Amendment (abolished slavery) and the 14th amendment (guaranteed citizenship to non-whites, but only weakly discouraged their disenfranchisement). The 15th amendment specifically extended voting rights to non-white residents of the US, including freed slaves, which at least nominally prohibited the denial of their legal right to vote.

Section 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.

Section 2. The Congress shall have power to enforce this article by appropriate legislation.
