Simply since the organ has already been put under a lot of pressure being moved from the donor to the first recipient - there's a higher risk of failure if it were transplanted again. And there's the possibility that the organ could be getting quite old by that time. Depending on how long the first recipient lived, the organ could also have been subjected to a lot of immunosuppressive drugs, which can compromise it's ability to work over a long period.

Heart, kidneys, lungs, liver, pancreas, corneas, and small intestine are all commonly transplanted. Almost everything can be transplanted, it's whether the transplant is "successful" that's the problem. Brains are never successfully transplanted. Faces are only just successful. Limbs can be but usually are not, since they are not essential for life. It is whether the organ is essential for life that dictates whether it is commonly transplanted or not.
