Most of the high-end waterproof digital cameras are extremely expensive and are only useful for taking pictures underwater, meaning they aren't very useful for any other application such as normal picture taking. The cheaper waterproof digital cameras are more in-line with regular digital camera costs but do not produce very clear images. There are waterproof enclosures for almost all normal cameras which allow them to be used underwater and this has two benefits. The first is that you can use an existing camera you already own allowing for a wider range of uses, and the second is that the waterproof enclosures are much cheaper than an entirely new camera. As a SCUBA diver I have seen waterproof digital cameras fail several times from seals which had a slight leak and I personally use an enclosure for my camera for both reliability and even if there is a small leak, they are designed to allow water to pool in the bottom preventing it from damaging the camera.
