They should not be at an angle to the Sun (although as the Sun moves during the day you'd need to motorise the solar panel to get it to keep accurately square to the Sun's rays). Anyway, the reason for this to make sure you get as much radiation onto the panel as possible. If you were to tilt the panel so that the rays hit it only obliquely then the heating effect would be reduced.
