I think it's generally recognised that Laurent Mourgeutof Lyon (the creator of Guignol) was one of the first, if not the first person, to use a hand puppet.

To make a marionette you first scrunch two pieces of newspaper together realy tight, then you stick it on top of a cardboardcone this is going to be your head and your body then you papermashey it all and then make your hands and feet by papermasheying them aswell. then you paint it all and give it some detail.
