No. Neptune has storms in its atmosphere, including lightning that would be hot enough to start a fire.

Fires need to have both oxygen and fuel to burn. The hydrogen and methane in Neptune's atmosphere would make good fuel, but there isn't enough oxygen.

Neptune is a gas giant, which means it is composed entirely of gas, therefore has no solid surface. With no solid surface, it's impossible for volcanoes to form.

No. It cannot explode. While much of Neptune is composed of substances that would be flammable on Earth, Neptune has no oxygen to support combustion.
