No. Ison's orbit never brough it anywhere close to Earth. The comet distentegrated in November 2013 after passing too close to the sun.
To the extent that ISON was visible at all, it was visible from anywhere on Earth. But that only lasted a week or less, and even that was just before sunrise when folks don't like to get out of bed and go out in the cold. It certainly never became anything like the once-anticipated "Comet of the Century". During its swing around the sun on November 28, 2013, it got pretty badly beaten up and battered, and was basically never naked-eye-visible again after that. It has left the inner solar system as a pile of discredited detritus.

One object that's currently getting a LOT of attention is the newly discovered Comet ISON, which will make a VERY close pass near the Sun in October, 2013. If Comet ISON survives the encounter - a VERY big "IF"! - then it will probably pass not too far from the Earth and become one of the most impressive comets of the last 300 years. No guarantees, of course, since this is probably Comet ISON's first pass near the Sun; we have no idea what quantity of volatile chemicals and frozen gasses may be in the comet. If it turns out to be mostly rocky, then this could be a bigger flop than Comet Kohoutek.
