When would a judge consider granting permission for a 14-year-old and a 17-year-old to marry?

The two biggest factors would be whether they can support themselves or whether they are going to be on the welfare roles, and whether or not she is pregnant. Parental permission is also a factor. In some states, 14 is too young to be married under any circumstance and the judge cannot grant permission.
