Not necessarily. The answer depends on what's making the head gasket fail. 9 times out of 10, it's overheating. Overheating "blows" a head by warping either the head (most common) or the deck it mounts to. So you'd have to correct that -- a good machine shop can do it. The real culprit is what's making your engine overheat. If you can't find/fix that, you'll find yourself replacing the engine, because you'll keep on blowing head gaskets. If you can find the cause of the overheating, there's no need to worry about your engine. It's fine.

Can you reuse a head gasket if its not bad?

no you cannot, once the gasket is torqued down it is crushed and has a certain shape to it. if you reuse the gasket the shape will be different and there will be leaks. even if you place it down in the exact same spot you will never get it like the first time.

Should one replace an engine or a head gasket in a Chevy 2500 V8 350 2wd 96 model with 220000 miles on it?

Sounds like someone has taken care of this one to last this long. But as they say, "If it ain't broke, don't fix it" You should run a compression check on it to see how the cylinders are doing. Be sure to run a good engine cleaner through it. And give it a good going through. You just might find that it could be in better shape than you think... Why spend more money and down time if you don't have to?

Is a head and valve cover gasket the same?

No. But they look similar and are of similar size and shape. The valve cover comes of very easily with minimal tools and isn't very tight. The valve cover only weighs a pound or so. The valve cover gasket goes between it and the engine. The gasket looks like a rectangle with bumps and holes for bolts. The head is the top part of the cylinders including where the valves go, where the spark plugs are. Removing the head takes much more powerful tools and the head can easily weigh 50 pounds on a small engine. Removing the head is much more work but can usually be done by someone who doesn't know what they are doing. The gasket is more complicated with large circles for the cylinders, and medium holes and small holes for bolts.
