Yes.. the only place at an apartment complex where you have a reasonable expectation of privacy is either in your apartment, in a bath/shower room or locker room. Other than that, they can place a video camera any place on the property they wish with or without posting a sign... most signs posted are to advise that they are conducting surveillance of the area.. but there is no legal statute or requirement to post them...
