The civilization needs to be more powerful in a military aspect than it's neighbors to grow into something grand, like the Roman Empire. 3. Functioning water systems. If they falter so will everything else. 4. Most - if not all - civilizations originated from a single city that was located close to water. 5. Liberty and democracy.
