Notepad files aren't something that just pop up on your system. You have to make them through the program called Notepad, which can be found at Start>All Programs>Accessories>Notepad. Once you have made the notepad document, you can save it somewhere on the computer, and then it is an editable Notepad file.
You either do not have another word processor, or you set that as the default program to pen files of that type.
You Cant
my computer in xp vista has something called "Computer" that may be short for "Bill's computer" 7 and 8 are a bit worse once you run "computer" as administrator you can view hidden files by setting viewing privileges but the vista and later introduced a file attribute "Ownership" that is set to many files that used to be available and only the SYSTEM can see. so if you have an older program and some options to set and they are saved in superpaint.INI *.ini files are system owned and cant be changed or erased once they are written ... there are even directorys like this "documents and settings" contains my files my pictures my favorites etc and can only be viewed by system and seen by registered system applications there are several addons for windows out there that allow you to "Take ownership" so you may uses some windows programs to view or edit files and superpaint.INI will then be able to be modified by superpaint or notepad

You cant! Only downloadable games coe with other music files, etc.
you cant sync mp3 files to your laptop if its not compatible
You can find it in the Windows folder which is on the system hard drive. You will not able to see system32 if you have the options "Hide system files and folders" on. To turn it off you have to go Start->My Computer->Tools->Folder Options...->View->Advanced settings, Show hidden files and folders and you have to uncheck "Hide protected operating system files".
you cant on finale notepad. you have to save the file and send it to someone else who has finale notepad. THEY can change it for you and send it back to you.
first you need a futuristic computer before doing this. so atkp files cant be accessed unless if you are in 2050
You cant directly. Plug it into a laptop with bluetooth and then transfer the files to the phone using that.
Do a system restore yeah a system restore would take your computer back before thing happened so you wont have to send it in to get fixed (hopefully)
